Gartner: only 13% of CIOs see significant AI value

Gartner's survey of 2,000+ CIOs: AI spend up 18-fold, 13% see significant value, 21% govern AI agents but 71% will deploy them. Measure before you scale.

Gartner opened its IT Symposium on October 19 with a number that should calm every small business that feels behind on AI: only 13% of CIOs say their company has gotten significant or transformational AI value. That's after AI spending grew 18-fold in two years. The big companies aren't ahead of you on results. They're ahead of you on bills.

What actually happened

Per InformationWeek and CIO Dive, both reporting on Gartner's keynote and its annual CIO survey of more than 2,000 IT executives:

  • Value: 13% of CIOs report significant or transformational value from AI.
  • Spend: AI spending is up 18x over two years.
  • Agents outrun controls: 71% expect to deploy agentic AI within 12 months. Only 21% have agentic AI governance in place. Gartner's Kristin Moyer: "It's not possible to create value faster than AI can create risk in that situation."
  • Risk: 86% of CIOs say AI risk is growing faster than AI value (CIO Dive).
  • Waste: Moyer estimated low-quality AI output costs an average Fortune 500 company about $52 million a year in cleanup.
  • The advice: "Use AI agents when you need autonomy, not just automation," Moyer said. Gartner's Daryl Plummer told CIOs to stop "careless consumption" and scale what already works.

Why the AI value gap matters for your business

Read that 71%-versus-21% gap from the vendor's side: most of the companies selling you agents are deploying them faster than they can govern them. Ask how theirs are controlled.

Then use Gartner's advice where it's cheapest to follow, which is at small scale:

  1. Pick one number per AI project. Hours saved, tickets closed, quotes sent. If you can't name it before you build, don't build.
  2. Use plain automation first. A rule or a scheduled script beats an agent when the steps never change. Agents are for the jobs where judgment actually varies.
  3. Write the kill rule up front. "If it doesn't save 10 hours a month by day 60, we turn it off." Most companies never write this, and that's how 18x spend becomes 13% value.

A small business with one measured win is ahead of most of the Fortune 500 on this survey.
