GitHub Enterprise Now Includes Copilot, Metered From Request One

GitHub Enterprise now includes Copilot for every licensed user, but with no AI credits: usage is metered from the first request. Set your budget before you switch.

GitHub Enterprise now includes Copilot for every licensed user. That sounds like a free upgrade. Read the October 28 changelog and it is a pricing change: the seat is included, the AI is not. Usage is metered from the first request, with no monthly credits.

What actually happened

Per GitHub:

  • Who gets it now. Enterprises that work with a GitHub or Microsoft account team, on GitHub Enterprise Cloud. Existing accounts can switch. New accounts can start on this model.
  • Self-serve customers wait. Access opens in stages, with dates "in the coming weeks." Current self-serve subscriptions don't change.
  • Same features as Copilot Enterprise, same models. But no per-seat monthly AI credits.
  • Metered from the first request against your enterprise budget. GitHub says there is no included allowance to track or top up.
  • When the budget runs out, code completion and next edit suggestions keep working. Copilot Chat, Copilot code review and Copilot in the cloud stop until budget is available. The seat stays.
  • Copilot Standalone gives the same access for $10 per user per month to people without a GitHub Enterprise license.
  • Copilot Business and Enterprise stay on sale.

GitHub did not publish per-request rates or default budget amounts in the changelog.

Why GitHub Enterprise with Copilot matters for your business

Seats were easy to forecast. Metered usage is not. Under this model, the admin's job moves from counting seats to managing one number: the budget.

That is a good deal for a team where half the developers use autocomplete and little else. They now cost nothing extra. It is a worse deal for a team running agents in the cloud all day, because nothing absorbs the first chunk of usage anymore. And it lands the same day as Copilot Fusion, which can call several models per task.

Pull 90 days of usage first. Your current Copilot usage data shows who uses chat, review and cloud agents. That is your forecast.

Set budgets and alerts before you switch. An unset budget is either an open tab or a team that loses chat mid-sprint.

Price both options. Compare your Copilot Business or Enterprise seats plus overages against metered-only. Business and Enterprise are still for sale, so you can stay put.

Don't move just because it is new. If you are on self-serve, nothing changes until GitHub opens access.

Key takeaways

  • GitHub Enterprise Cloud customers with an account team can get Copilot included for every licensed user
  • No monthly AI credits: usage is metered from the first request against the enterprise budget
  • Completions keep working without budget; chat, code review and cloud agents do not
  • Copilot Standalone costs $10 per user per month for users without a GitHub Enterprise license
  • Self-serve access comes in stages; Copilot Business and Enterprise remain available
