Thailand's newly formed data centre policy board met for the first time on September 4 and paused 166 data centre projects — 49 already under construction and 117 waiting on approval — while four subcommittees write national rules, according to Nation Thailand. The panels have one month.
Everyone building on AI infrastructure should read this as a supply signal, not a Thailand story.
What actually happened
The board is chaired by Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, with the NESDC secretary-general, the Bangkok governor, and the digital economy minister at the table. The four subcommittees cover economic benefit, infrastructure (water and electricity), sites and buildings, and environmental protection.
The trigger was mundane and instructive: as The Register reported, a complaint about a data centre built next to a hospital surfaced the fact that operators had been getting planning permission as warehouses. Underneath that is the real pressure — power, water, and land around Bangkok, all of it consumed faster than the permitting regime anticipated.
The government is not framing this as a ban. Ekniti said explicitly that Thailand is not closing the door to data centre investment. Three of six Bangkok applications are on hold, and three already-operating projects will get spot checks for noise, heat, and safety.
Why data centre capacity matters for your business
You do not build data centres. You rent about six layers above them, and every layer prices off the one below it.
The industry narrative for two years has been that AI capacity is a capital problem — whoever writes the biggest check gets the racks. Thailand just demonstrated the other constraint. Capacity is also a permitting problem, a water problem, and a local-politics problem, and those move on timelines nobody's roadmap accounts for. Ireland, the Netherlands, and Singapore already ran versions of this. Thailand froze 49 projects that were physically under way.
What that means concretely if you are running workloads:
Do not sign multi-year commitments that assume a specific region will have capacity. Regional availability is a forecast, not a contract term, unless it is literally written as one — check whether your provider's SLA says anything about a region at all.
Keep your inference layer swappable. If you can only run against one provider in one region, a permitting decision 8,000 miles away becomes your latency problem. An abstraction over model endpoints costs a day to build and buys you the right to move.
And treat quoted token prices as the current weather. Compute is priced off electricity and land, both of which are now being actively rationed in more than one jurisdiction. Budget for the price going the wrong way, at least once.
The point is not that the buildout stops. It is that "more capacity is coming" stopped being a safe default assumption in your planning.
